Following the Flood of 2000, some households found difficulty in getting flood insurance at normal rates. The Government negotiated interim arrangements with the Association of British Insurers that continued insurance cover for existing customers, but this did not always transfer to new owners. In 2014 a new scheme subsidised by a levy on all household insurances provides affordable cover for all homes not yet protected by flood defences provided they were built before 2009 (see Information Link 4 on Flood Insurance memorandum of understanding).
